Banks want a UAE-linked reason to open one, such as a UAE company, property or income. A personal account with no UAE connection is very hard to get.
Offshore does not mean secret
If you are picturing a hidden account that keeps money away from HMRC, put that idea aside. The UAE is a legitimate, well-regulated banking centre, not a secrecy jurisdiction. It has followed the Common Reporting Standard since 2017, which means UAE banks automatically report your account, including its balance and income, to your home tax authority every year. For a UK resident, that is HMRC.
So a UAE account does not hide anything, and it is not a way around UK tax. Using one to conceal income or evade tax is illegal and carries serious consequences. What it does give you is a legitimate, credible international account in a stable jurisdiction, which is a genuinely useful thing when it is used openly and declared properly.

Do I have to visit the UAE in person?
