What is business setup in Abu Dhabi?
It means registering a company in the UAE capital, either on the mainland or in one of its sector free zones. The mainland authority is ADDED, the Abu Dhabi Department of Economic Development, licensing through the TAMM platform. It is not DED, which is Dubai’s old name, a detail plenty of pages get wrong.
The tax and ownership rules are federal, so they match the rest of the UAE: 100% foreign ownership for most activities, 9% corporate tax above AED 375,000, and 0% personal income tax. What sets Abu Dhabi apart is not the rules. It is the sectors.
Abu Dhabi is the capital, home to the sovereign wealth funds, ADNOC and the government. Its free zones are built around specific industries rather than general trade. So the right question here is not just mainland or free zone. It is which sector zone fits your business.
Why set up your business in Abu Dhabi?
Abu Dhabi wins on sector fit, not brand. Here is what the capital gives a UK founder whose business belongs here.
Your sector's ecosystem
Finance, media, industry and cleantech each have a dedicated zone with the infrastructure, regulator and peers around you. You set up inside your market, not next to it.
A common-law finance hub
ADGM runs on English common law with its own courts and regulator. For finance, funds and fintech, that framework is a serious advantage over a standard free zone.
Government and sovereign capital
The capital puts you close to ADNOC, the sovereign wealth funds and government tenders. For institutional and infrastructure work, proximity matters.
Industrial scale and a port
KEZAD offers manufacturing, warehousing and logistics with direct Khalifa Port access, at a cost Dubai struggles to match for heavy operations.
Media incentives
twofour54 on Yas Island gives media and creative firms production facilities, rebates and, for new partners, licence-fee waivers worth real money.
Startup capital access
Hub71, inside the ADGM ecosystem, channels founders toward funding and mentorship. For a scaling startup, that access can matter more than the licence.
Which Abu Dhabi free zone fits your sector?
Abu Dhabi’s zones are specialised, so the choice is really about your industry. Find the one that matches your business, then open its page for the detail.

Mainland, free zone or offshore in Abu Dhabi?
Choose mainland, licensed by ADDED, if you sell directly to UAE customers or bid for government contracts. It is the route for retail, construction, healthcare and institutional work.
Choose a free zone if your business is sector-specific or international: ADGM for finance, twofour54 for media, KEZAD for industry. Choose offshore only to hold assets, with no trade and no visa.
Once you know the route, our structure pages walk through each in detail. Most Abu Dhabi founders land on mainland or a sector free zone.

How much does business setup in Abu Dhabi cost?
It swings widely by zone. Masdar City is the cheapest entry, from around AED 3,500. KEZAD starts near AED 9,450, ADAFZ around AED 10,000, and ADGM sits at the premium end. ADGM’s biggest hidden cost is its real-office requirement on Al Maryah Island, with flexi-desks from around AED 55,000, though SPVs are exempt.
What the first-year cost covers
- Trade licence via ADDED or your chosen free zone authority
- Office, flexi-desk or the zone's required workspace
- One investor visa, medical and Emirates ID, if you take residency
- Establishment card and initial approvals
Watch the office rule in ADGM and any sector approvals your activity needs. Every Abu Dhabi company must also register for corporate tax with the Federal Tax Authority, and visa and tax rules are set federally and change over time. Treat these figures as indicative. RIZ & MONA Consultancy gives you a personalised quote once we know your zone and activity, and you can run the numbers on our cost calculator.
How do you set up in Abu Dhabi from the UK?
Choosing the zone is step one. The rest is mostly remote
Step 01 Same day
We match your sector and activity to the right zone or the ADDED mainland route. This shapes cost, banking and approvals.
Step 02 1 to 2 days
We reserve your trade name and file for initial approval with the authority.
Step 03 3 to 10 days
Your licence is issued. Masdar and twofour54 run in three to five days, KEZAD five to sixteen, ADGM SPVs five to ten. Regulated ADGM finance licences take longer.
Step 04 3 to 5 days
If you are relocating, we arrange your entry permit, medical and Emirates ID. Staying in the UK, we skip this.
Step 05 2 to 6 weeks
We open your corporate bank account. Abu Dhabi licences, ADGM especially, tend to bank well.
Can you open a bank account in Abu Dhabi?
Yes, and Abu Dhabi is one of the easier places to do it. First Abu Dhabi Bank is the emirate’s own, and an ADGM structure carries real weight with banks thanks to its common-law framework. The account is still earned, though, on a clean file.

Abu Dhabi business setup FAQs
The questions UK founders ask us most about setting up in Abu Dhabi. Rules change, so treat these as a guide and confirm your own case before you commit.
Who licenses mainland companies in Abu Dhabi?
The Abu Dhabi Department of Economic Development, or ADDED, through the TAMM platform. It is Abu Dhabi’s equivalent of Dubai’s DET, and it is not called DED. A mainland licence lets you trade across the UAE and bid for government contracts.
Which Abu Dhabi free zone is best for my business?
It depends on your sector. ADGM suits finance and fintech, twofour54 media and creative, KEZAD industry and logistics, Masdar City cleantech, and ADAFZ aviation. Abu Dhabi’s zones are specialised, so you pick by industry, not by price alone.
Is Abu Dhabi cheaper than Dubai?
For physical office and mainland operations, often yes. Masdar City has one of the lowest UAE entry costs. But Dubai’s larger free zone market can undercut Abu Dhabi on bare flexi-desk packages. Compare on your actual needs, not the headline.
Which zone is best for finance or fintech?
ADGM. It is an English common-law financial centre on Al Maryah Island with its own courts and regulator, plus the Hub71 startup ecosystem. For regulated finance, funds and fintech, that framework is the reason founders choose Abu Dhabi.
Does an Abu Dhabi free zone need a physical office?
It varies. ADGM requires a real registered address on Al Maryah Island for most entities, which is its biggest hidden cost, though SPVs use an agent address. Other zones offer flexi-desks. We factor the office rule into your quote from the start.
Can I set up in Abu Dhabi from the UK?
Yes. The company and licence can be arranged remotely. You only travel if you take a residence visa, for the medical and Emirates ID, usually three to five days. A regulated ADGM finance licence is the exception and takes longer.
How long does Abu Dhabi setup take?
For most free zones, three days to three weeks: Masdar and twofour54 in three to five days, KEZAD five to sixteen, ADGM SPVs five to ten. A mainland LLC runs two to six weeks. Regulated ADGM financial licences take three to six months.
Can an Abu Dhabi free zone company sell in the UAE market?
Not directly for physical goods. Like any UAE free zone, it reaches the mainland through a distributor, a branch, or a dual licence, and physical goods can attract 5% customs. For direct local sales, a mainland licence is the cleaner route.
