Is a Dubai offshore company legal and tax-free?
A Dubai offshore company is a business you own 100%, built to operate outside the UAE. There is no standalone Dubai offshore regime, so in practice it means one of two vehicles: JAFZA Offshore, run by the Jebel Ali Free Zone Authority, or RAK ICC in Ras Al Khaimah.
It is a holding and structuring tool, nothing more. Here is what it cannot do, so there are no surprises later:

What is a Dubai offshore company?

On tax, the old picture has changed. Since 2023, a UAE offshore company is treated as a resident person for UAE corporate tax. The rate can be near zero on genuine passive holding income, but registration with the Federal Tax Authority is mandatory within three months of setup, and UAE income like Dubai rent can be taxable.
On secrecy, offshore is not hidden. Under the Common Reporting Standard, UAE banks share account information with tax authorities, including HMRC. As a UK resident you are taxed on your worldwide income, and UK anti-avoidance rules can pull offshore profits back onto your UK return.

A RAK ICC company starts from around AED 11,000 for the year. A JAFZA Offshore company runs higher, from roughly AED 15,000, mainly for the Dubai property rights and bank recognition. Both renew each year.
